Support Java release tags with exact abbreviated builds

Normalize jdk-prefixed numeric versions and pad abbreviated build requests so exact build constraints survive version matching. Keep platform and package validation consistent, document the syntax, and add regression coverage.

Numeric Java versions can use a `jdk-` prefix. For example, `jdk-27+35`, `27+35`, and `27.0+35` all normalize to `27.0.0+35` and pin that exact build; `jdk-27` and `27` remain major-version ranges. The prefix does not select a distribution or package type. Release availability depends on the selected distribution and platform.
